The Sailor Senshi continue their efforts to find and defeat the Death Busters, Mistress 9 works to bring about Pharaoh 90's awakening using the power of Chibiusa's Silver Crystal.

Mistress 9 observes that Sailor Moon has made her way into their base and destroyed Kaolinite, and says that the time has now come to turn the Omega Area into their home. She declares that they have nothing to fear now that they have the power of the Silver Crystal, then swallows the crystal. As the crystal's power fills her, she exults over the vast amounts of energy. Pharaoh 90 admires the crystal's light, saying that it is greater than even the Taioron Crystal, which he then crushes beneath one massive hand. He declares that it is time for him to take a vessel and obtain even more power.
Back at Mamoru's apartment, Chibiusa's body begins to glow with a rainbow light. As Mistress 9 exults in her power, drawing more and more upon the Silver Crystal, Chibiusa's eyes open and she begins to convulse violently. Mistress 9 echoes the motion, as deep within her Hotaru cries out, telling her not to release any more power. As Hotaru strains against her bonds, a purple light flares to life on Mistress 9's forehead, and she clutches at it in pain. She thinks that something is inside her, trying to control her body, but as soon as Pharaoh 90 finishes his vesselization she will no longer need her body and can thus destroy it in her efforts to obtain more power. Hotaru declares that she will not allow it, and fights even harder against the vines holding her.
Chibiusa is floating in darkness, alone and scared of an even deeper darkness she can see approaching, when she hears someone call her name. She turns and sees the Silver Crystal, and takes hold of it, relieved she has found it again because it is a part of her. Hotaru reassures her, holding the girl in her arms, and promises to protect her.
Mistress 9 is dismayed as the Silver Crystal's power diminishes, while in the meantime Mamoru is surprised to realize that Chibiusa's hand has become warm again. He wonders if someone is protecting her spirit.
The Sailor Senshi find the building empty, and Sailor Mercury says she cannot find any signs of life. Sailor Neptune suggests that they go to the basement, where the laboratories are, and Sailor Venus suggests that they split into two groups: the Inner Senshi will start on the top floor and search each floor downward, while the Outer Senshi and Sailor Moon go to the basement. They agree and split up, as Sailor Moon worriedly looks after her friends.
In his lab, Professor Tomoe gloats that the Senshi have taken the elevator, because it is a trap. He muses on his work to create a superbeing, of which the reconstruction of Hotaru's body was a part, and thinks that everyone else will be sorry they cast him out. After the accident, he says, he was given another chance. He remembers when Pharaoh 90 appeared and brought the Daimon Eggs, demonstrating the potential of turning humans into vessels for the alien creatures by first transforming Kaolinite. The eggs allowed Tomoe to continue his work; he turned himself into a perfect human-alien hybrid, a superior being, and turned his daughter into a vessel for Mistress 9 before creating other beings such as the Witches 5 and Daimons. As he declares himself to be a god, Hotaru watches sadly.
As the elevator descends, Sailor Moon remembers the vision of the destroyed city and thinks that she doesn't want that to become their future. She wants to be able to destroy their enemies quickly and return to a peaceful life, which means she must quickly find Chibiusa's soul and the Silver Crystal...and save Hotaru, as well. The elevator begins to descend faster and she becomes frightened and worried about her friends, off on their own. She asks the others if they aren't scared, and talks about how the thought of fighting such an enemy frightens her, especially if she might end up alone. Sailor Uranus says that the three of them have always been alone. The Outer Senshi's posts were deserted and lonely, but they could always think of the queen and princess of the Silver Millennium, and the two of them were a light that gave them strength and hope. Suddenly, the elevator begins to plummet faster and with a sharp jerk, everyone falls into the darkness.
All alone, Sailor Moon calls out to the others, frightened and wondering what she should do now. She remembers what the others just said, and thinks that the others always give her light. She reaches up toward the moon shining above her and cries out that she is Super Sailor Moon, and she holds the power given to her by everyone else; she will not be deceived by illusions nor defeated by darkness. With a cry of "Rainbow Moon Heartache!" Sailor Moon destroys the illusion, and the four of them open their eyes to find themselves on the floor of the elevator. The Outer Senshi smile at Sailor Moon and confirm that she is the light that guides them.
When the doors open, Professor Tomoe is waiting there with a horde of Daimons. Sailor Pluto and Sailor Neptune use Chronos Typhoon and Submarine Reflection to destroy them, but Tomoe only laughs, saying that he can make more. Sailor Moon says that she doesn't want to fight, and asks where Hotaru is. He says that she is giving the power of the Silver Crystal to Pharaoh 90, whose awakening is close at hand, and then mutates into Germatoid. Germatoid declares himself to be a superior being than a Daimon, and attacks. The four of them dodge his attacks and Sailor Uranus attacks with Space Sword Blaster, but when she moves in to press the attack Sailor Moon stops her, saying they can't fight him because he was Hotaru's father. Sailor Uranus angrily says that he's the enemy and can't return to human form, and while she's distracted Germatoid knocks her down. The sight of Sailor Uranus in trouble pushes Sailor Moon to destroy Germatoid with Rainbow Moon Heartache. Hotaru softly bids farewell to her Papa as a tear runs down her cheek and Sailor Moon turns, asking who's there, but she sees nothing.
The building suddenly begins to shake, and as the floor collapses, Sailor Pluto uses Garnet Ball to protect them. Sailor Moon cries out in fear for her friends upstairs.
In the meantime, the Inner Senshi feel the floor shake and realize something is happening, but before they can react something explodes through the floor from below, hurling them into the air.
Sailor Moon's transformation reverts back from its "Super" form, and she knows that something must have happened to the other Senshi, as the connection between their hearts has been interrupted. She and the Outer Senshi see the sky growing ominously dark, and catch sight of a dark shape emerging from within the depths of the building as Mistress 9 laughs gleefully. Sailor Moon cries out Hotaru's name.
