Matsuo was a Pretty Guardian Sailor Moon-only character. He was Sugao Saitou's underling, and though his name was never spoken aloud it could be found in the credits.
He first appeared in Act 11, when Minako was in the hospital after the car accident caused by Zoisite. Matsuo returned Minako's suitcase that had been left in the trunk of the wrecked car, reassuring her that nobody had looked inside. He also told her what the police found out about the driver that caused the accident. After Saitou gave Minako a to-do list, he called Matsuo away to talk about her new songs, referring to him playfully as "Amachachi." Later in the episode, Matsuo arrived in the nick of time to rescue Minako (along with Saitou, Usagi, and Makoto) from a crowd of people swarming her in the hospital.
He also appeared very briefly at the end of Act 35 at Minako's concert, trying to revive her after she fainted on stage.
