Pluto Planet Power, Make Up was the first (and in the anime, only) transformation phrase that Setsuna Meiou used to transform into Sailor Pluto.
When she transformed, Setsuna's Lip Rod appeared first, its Pluto symbol glowing, and she grasped it with her nails colored lavender. She swept the Lip Rod in a circle around herself, summoning a spiral of silver energy that rushed upward and then crashed back down upon her. The Garnet Rod then appeared and Sailor Pluto, in full sailor fuku, took hold of it. Her lipstick appeared as a swirl of bubbles brushed her lips, and she finished in her final pose.

- Although there was no animated sequence for this transformation in Sailor Moon Crystal, Setsuna attempted to transform with the phrase in Sailor Moon Eternal.
