Barbara Radecki, born in Vancouver, British Columbia, Canada, is a voice and live-action actress who played Michelle Kaioh/Sailor Neptune, Serena's mother, and Queen Serenity in the original English dub of the Sailor Moon anime. Her other roles include Sherry in Alice Blue, Debbie Bronte in Getting Along Famously, and Mrs. Samuel Fisher in Dead Husbands (in which David Huband, the voice of Serena's father, also appeared).

- In a 2011 interview, Barbara Radecki stated that she recorded her lines with Sarah LaFleur in the same booth. This is very uncommon in American dubbing, and the rest of the English cast recorded their lines alone.
