The Crystal Carillon was given to Super Sailor Chibi Moon by Pegasus, and she used it to call on Pegasus for help during a battle.
In the anime, it was an upgrade to Sailor Chibi Moon's previous weapon, the Pink Moon Stick, and she had to use it every time Super Sailor Moon needed to use Moon Gorgeous Meditation. In episode 157, Super Sailor Chibi Moon also used the Crystal Carillon to perform an attack very similar to Pink Sugar Heart Attack, though it was not named.
In the manga, Chibiusa and Helios primarily used the Carillon for communication. In that continuity, Sailor Chibi Moon only used it to perform Twinkle Yell once.
