Summary
As Tokyo is covered by webbing from the Dead Moon Circus tents scattered across the city, Queen Nehellenia explains that the Golden Crystal can only shine through her powers of darkness or the beautiful dreams of mankind. Sailor Chibi Moon grasps the Golden Crystal in her hands and, using Moon Crisis Power, calls out to the people of Earth who possess beautiful dreams. Children across the city hear her call and together chant the phrase, "Moon Crisis Power," which causes the Golden Crystal to emit a radiant light that destroys the many tents of the Circus.

Sailor Moon, Sailor Jupiter, Sailor Mars, Sailor Mercury, Sailor Venus, and Helios all lay unconscious amidst the ruins of the main tent. Sailor Moon stands up and sees the shadowy form of Nehellenia clutching the unconscious body of Sailor Chibi Moon. The Queen and her captive vanish, and the ground begins to shake as a tower-like portion of the ruins slowly lifts into the sky, but Sailor Moon manages to grab hold of the structure before it lifts out of reach. As she runs up the spiral staircase to the top, she realizes the New Moon is pulling the entire place into its orbit. Higher up, Nehellenia too realizes this, and that she will soon be sealed away once again.

When she reaches the top of the tower, Queen Nehellenia cries out as she looks upon her true form's reflection in the broken mirror she once inhabited, seeing herself now withered and old. Sailor Moon approaches Nehellenia, who warns her not to come closer. When she turns around, Queen Nehellenia is revealed to now look almost identical to her lieutenant Zirconia. The Queen recognizes Sailor Moon as the reincarnation of the Princess of the White Moon. Sailor Moon doesn't remember her, though, which prompts the Queen of the Dead Moon to tell her tale. She was once a queen of her own kingdom, who looked upon the Silver Millennium with envy. She was adored by her subjects for her beauty, which she believed to be eternal, until one day her mirror told her otherwise. She found out that to preserve her youth and beauty she must devour the beautiful dreams of others, and stole the Dream Mirrors of her servants, which turned them into Lemures and caused her once colorful kingdom to rot away.

Back in the present, Queen Nehellenia informs Sailor Moon that the power to seal her away in the mirror world is the reason why the rubble they're standing on is rising higher. The Queen says she is resigned to her fate, as she prefers a false world where she can be eternally young to the real one where she has to live on in her current hideous state. Sailor Moon replies that with her decision she'll be alone forever, which angers Nehellenia and causes a Zirconia-like being to emerge from her chest and strangle the Senshi. Despite her pain, Sailor Moon still expresses sympathy toward Nehellenia, which causes her to recoil in disgust. Queen Nehellenia instead turns on Sailor Chibi Moon, meaning to take away what is most precious to the Moon Princess as punishment for her own loss.

Nehellenia tosses Sailor Moon from the rapidly ascending tower, and Sailor Moon ignores the queen's taunts and leaps over the side after the girl. Surprised by Sailor Moon's action, Nehelenia returns to her mirror and vows to never let go of her dream of never aging, reverting back to her younger self once inside again. The structure crumbles as Nehellenia soars toward the New Moon to be forever alone and forever beautiful.

In the skies above Tokyo, Sailor Moon and Sailor Chibi Moon plummet towards the city, and Sailor Moon calls upon the Silver Crystal within her brooch to transform into Princess Serenity. The moon moves out of the sun's way, the eclipse ending as Serenity's fall increases in speed, allowing her to catch Sailor Chibi Moon in her arms and simultaneously grab hold of the Golden Crystal. She calls with increasing desperation for Chibiusa to wake up, as only the two of them together can activate the Golden Crystal's power. Sailor Chibi Moon finally opens her eyes and the Golden Crystal activates, which awakens Helios. Pegasus appears and light engulfs the pair, which then fades to reveal Princess Serenity and Small Lady drifting slowly to the ground on white-feathered wings.

Later, Helios says his goodbyes to everyone. The Inner Senshi ask if he really has to go, with Rei even offering him an open room at the Hikawa Shrine. Helios, however, insists he must leave for the sake of his duties guarding the Golden Crystal in Elysion. After he thanks both Mamoru and Usagi, Usagi drags a red-faced Chibiusa into the circle. Helios kneels before the girl and kisses her hand, vowing to never forget her. As the others stare, Chibiusa quickly distracts them by pointing to a nonexistent UFO. Helios transforms into Pegasus and flies off, with Chibiusa chasing after him, sad that she never told him about herself or her dreams.
