(I interpret "waga" (my/our) as "our" in this case because both Moon and Serenity used the rod, unlike in the 90s anime -- is that correct?)

Moon Spiral Heart Attack was the first new attack Sailor Moon gained in the S season of the anime and the third arc of the manga.

When she performed this attack in the original anime, Sailor Moon would spin around at a very rapid rate, then stop and hold the Spiral Heart Moon Rod up in the air. Energy would then be released from it in the form of spiraling pink hearts, which coalesced into a large pink heart and smashed into the target. Daimons who were defeated by this attack cried out, "Lovely!".

In Crystal, the attack was performed similarly, but when Sailor Moon held the Rod up a large pink heart would burst out from it at once and start spinning around, gaining momentum before it smashed into the target. When the attack was successful, the pink heart glistened with multicolored sparkles as it struck the target.

Twice in the manga, and every time she used the attack in Crystal, Sailor Moon would call out: "Neo-Queen Serenity yo! Waga roddo Heart Moon Rod ni chikara wo!" (ネオ・クイーンセレニティよ! わが杖 (ロッド) ハートムーン・ロッドに力を!; Neo-Queen Serenity, lend power to our rod, the Heart Moon Rod!).

This attack was also used in the video games Sailor Moon S for the 3DO and Sailor Moon: Another Story.

Trivia

  • In the anime, this attack was overpowered or deflected by an enemy on four occasions: twice by Eudial, once by U-Estern, and once by Hawk's Eye.
