Wiseman was the advisor to the Black Moon Clan of Nemesis, and in that position led them into attacking Crystal Tokyo and then led them to 20th-Century Tokyo after Chibiusa, all in pursuit of the Silver Crystal. He manipulated his followers mercilessly and twisted their own desires to meet his goals.
In the manga, Wiseman was revealed to be the Death Phantom, a criminal who appeared in Crystal Tokyo an unknown period of time after Neo-Queen Serenity ascended the throne. He turned the city into a place of crime and ruin before Neo-Queen Serenity banished him to the most distant planet of the Solar System, Nemesis.
Centuries later, he had become one with planet Nemesis and used his feelings of hatred and revenge to control the planet and the Evil Black Crystal within it. Disguising himself as the "Wiseman," he found a group on Earth who wished to rebel against the rule of Neo-Queen Serenity, and pretended to take the role of their mentor. He encouraged them to go to Nemesis and take the Evil Black Crystal, which would give them the power to overthrow her and take the planet Earth for their own, never telling them of his own link with Nemesis. When the rebels began their attack and appeared in Crystal Tokyo, bearing on their foreheads the same black crescent moon as Death Phantom, they took the name of the Black Moon Clan.
Wiseman captured Chibiusa and, by manipulating her feelings with the aid of the Evil Black Crystal, turned her into Black Lady. She declared herself the queen of Nemesis, much to the displeasure of the other members of the Black Moon Clan. Saphir, Esmeraude, and Prince Dimande began to wonder about Wiseman's true agenda. However, Wiseman killed Rubeus and brainwashed Saphir and Dimande into doing his bidding without question. Then he gave them additional powers, and sent them with Black Lady to Crystal Tokyo, to attack the Sailor Senshi and take the Silver Crystal of the 20th Century from Sailor Moon. Dimande managed to override the brainwashing on himself, though, and when he realized the real identity of Wiseman and how he had just been using them as pawns, he killed the still-brainwashed Saphir and in his rage tried to destroy the universe by joining the two Silver Crystals of the past and the future. When thwarted once again by Sailor Pluto and the other Senshi, Dimande attacked Sailor Moon and Tuxedo Mask, only to be killed in return. At this point, Wiseman revealed his true form as the planet Nemesis, and began an attack on the planet Earth. He was in the end defeated and destroyed when Sailor Moon and Chibiusa unleashed the power of the Silver Crystals of the past and future with the aid of Tuxedo Mask.
In the Stars arc of the manga, it was also revealed Wiseman's true identity, the Death Phantom, was another aspect of Chaos, along with Queen Nehellenia, Pharaoh 90, and Queen Metalia. He was also the one who appeared to Sailor Galaxia as she searched for power, and told her of Sagittarius Zero Star.
The anime version of Wiseman was similar to the one in the manga, although he was not shown to be directly related to Chaos.
