Starlights - Ryuusei Densetsu was based on the Stars arc of the manga and incorporated some elements of the earlier musicals Sailor Moon Sailor Stars and Eien Densetsu, most significantly the revival of Queen Beryl and the Shitennou.

This was the first musical of Momoko Shibuya, Yui Iizuka, Mina Horita, Akiko Nakayama, Mikako Tabe, Yumie Sakaguchi, and Keiko Endou; the final musical of Aiko Kawasaki, Mao Ohno, Kaname Aoki, Shuusuke Yoda and the only musical appearance of Yuka Gochou. Former Sailor Neptune actress Yuuka Asami returned to play Jadeite in this musical, and Akiko Miyazawa, former Sailor Venus, returned as Queen Beryl.
