Sugao Saitou was a Pretty Guardian Sailor Moon-only character. He was Minako Aino's boss, and was very flamboyant and effeminate. His title of "shachou" (社長; company president) suggested that he was actually the head of her artist management company. He first appeared in Act 11 when Minako was in the hospital after the car accident caused by Zoisite. In that same episode, he was ambushed and later possessed by a Youma.
In the next episode, while under the control of the Youma, he attacked Minako and demanded the Silver Crystal. Minako managed to escape him, and with Usagi's help, got safely away from the hospital. When he later encountered Sailor Mars, Sailor Mercury, and Sailor Moon, the Youma left him in order to attack the Sailor Senshi.
In Act 39 he showed up at the Tsukino residence, at which point it was revealed that he was a close friend of Usagi's mother, Ikuko-mama, when they were in school together. With his encouragement, Ikuko made an audition video for a position as a housewife reporter.
In response to Minako's declaration that she wanted to quit singing in Act 40, he set up a new rival, Reiko Mars, which brought out Minako's competitive nature and encouraged her to keep going.
Although Sugao acted very flighty and shallow, his actions showed that he could be serious and devious when he wanted to, and that he also cared deeply for Minako. Artemis and Luna were not very fond of him, though, as he liked to bestow kisses upon them to show his affection.
