Mamoru talks about the nature and purposes of the Outer Senshi. Sailor Uranus, Sailor Neptune, and Sailor Pluto tell how their powers exceeded those of the Inner Senshi, for their mission was to defend the solar system from outside intruders. Before they awakened in this age, an outside enemy had already achieved a foothold, and now the battle must be fought on Earth, where even Sailor Pluto will join in. At the Hikawa Shrine, the girls are gathered to hear Mamoru's story. Artemis bemoans how sad it is that, as before, they cannot all work together. Mamoru tells them to give up any hope of that, because the world the Outer Senshi wish for is completely different from that of the Inner Senshi.

Meanwhile, at the headquarters of the Witches Five (now Four) a game of Twister is in progress. Mimete is attempting a difficult move when Professor Tomoe arrives. She is surprised he would visit them in their workplace. He applauds her for being serious about "training" and tells her that since the next target is high jumper Shun Hayase, and since he had already created a suitable Daimon, he decided to bring it over. Mimete thanks him and departs on her mission, and Professor Tomoe takes her place in the game of Twister.

Hotaru is in her bedroom shyly writing a fan letter to the high jumper. She recalls watching a recent track meet on TV where Hayase set a new Japanese record, and the announcer stated that Hayase was frail as a child, just as she is now. Unknown to her, Kaolinite is peeking over her shoulder. She surprises Hotaru and then mocks her for having such hobbies. Hotaru screams for her to get out. Kaolinite pretends to leave, but then returns as Hotaru seals the letter in an envelope. She sneaks a peek at the addressee and then mocks her for writing a "love letter" that she does not have the courage to send, which upsets Hotaru even more.

Usagi arrives home to find Hotaru talking with Chibiusa in the living room. Usagi comes in and greets her, and then wonders why Chibiusa hasn't served refreshments to their guest, and the two start fighting. Hotaru looks shocked at first, but then smiles wistfully, and makes the ironic observation that the house has such a gentle feeling to it. She tells them about the fan letter she has written, and Chibiusa hopes she'll get a reply. Hotaru says that she isn't going to send it because she doesn't know the proper address, and then all but admits she really does lack the courage to do so as well. Usagi then suggests that they deliver the letter in person. Chibiusa agrees, and says that it will give Hotaru a chance to talk directly with Hayase.

Mimete is already at the stadium where Hayase trains, ogling him and fantasizing, when Usagi, Chibiusa, and Hotaru arrive. Setsuna, Michiru, and Haruka are there as well, and as Chibiusa greets them, they all are shocked to see Usagi running onto the field with Hotaru in tow, pursued by three security guards. The guards catch up to them, but then Hayase notices the commotion and comes over. Usagi tells Hotaru to give him the letter as Chibiusa plays cheerleader in the background. She almost does, but then freezes.

Mimete unleashes her new Daimon, U-Ndokai, then chases off the security guards, leaving a trail of fire that also consumes Hotaru's dropped letter. Hotaru is crushed, and blanks out completely. Usagi sees Hotaru to safety and then transforms. U-Ndokai tries to take Hayase's Pure Heart Crystal, but is interrupted by Sailor Moon and Sailor Chibi Moon. She distracts them and then devours the Heart Crystal. As Mimete makes to leave, the Daimon notices Hotaru looking ill and suggests she go to the medical office. Hotaru's eyes glow and she blasts the Daimon back on to the field. The three Outer Senshi take note of the wave of power that was just released, concerned by the danger posed by Hotaru. Sailor Chibi Moon attacks the Daimon with Pink Sugar Heart Attack, and then Sailor Moon destroys her.

Hotaru comes to with Hayase leaning over her. He perceives that she is a frail child as he once was, and tells her how even today he sometimes wonders if his current healthy self is just a dream. Hotaru tells him she knows that feeling too, and Hayase thanks her for letting him open up to her. She tells him to do his best at the next meet, and he encourages her to also do her best, and believe that she will be strong one day.

Some time later, Hotaru watches Hayase's next meet on TV, as he sets a new record.
