Ikuko Tsukino, a kind and gentle woman with a motherly nature, is Usagi's mother in present-day Tokyo. She is married to Kenji Tsukino, and raises both her children well, though she can be strict concerning grades. For example, in Crybaby Usagi's Magnificent Transformation she scolded Usagi for her poor performance on a test at school.
Anime & Manga
In the Black Moon arc of Sailor Moon R, Chibiusa lives with the Tsukinos and refers to Ikuko as "Ikuko-mama." Ikuko cares for Chibiusa like a daughter and treats her as she does Usagi and Shingo. In Sailor Moon SuperS, Chibiusa is given her own room in the attic.
In Sailor Moon Sailor Stars, Chibi Chibi arrives, and Ikuko again treats her like a daughter.

Pretty Guardian Sailor Moon
In the live action series, Ikuko is a much younger and trendier character who, however, still displays the attitude of a kind and caring mother. As in all of the different incarnations of Sailor Moon, Ikuko and Usagi share a close relationship. It is also notable that in Special Act - We're Getting Married!, Luna, while in human form, shares a relationship with Ikuko, though it is not as close as her relationship with Chibiusa in the anime and manga.
