Neptune Crystal Power, Make Up was a transformation phrase used by Super Sailor Neptune in the manga and Sailor Moon Crystal.
In the animated version of this transformation, the planetary symbol of Neptune appeared, then Michiru raised her right hand and shouted "Neptune Crystal Power, Make Up," as her nails were colored teal. She swept a ball of energy around herself, making a glowing circle appear at her feet; she then spread her arms to either side as the circle became a column of water rushing up around her. Super Sailor Neptune then appeared in full sailor fuku surrounded by the ocean, her planetary symbol glowing on her forehead before being hidden as her tiara appeared. Her lip gloss appeared as a swirl of glitter brushed her lips, and she finished in her final pose.

- A similar transformation brought about by Hotaru's power happened in the fifth season of the anime.
- In the Sailor Stars character poem that was attributed to the song "Senshi no Omoi" (Michiru's image song for the fifth season of the anime) there was a voice sample of this phrase. This was the only time Sailor Neptune's (and an Outer Senshi's) anime voice actress gave voice to the transformation phrase "[Planet] Crystal Power, Make Up."
- Although Michiru never used this phrase in the manga to transform into her "Eternal" form like the Guardian Senshi did, the Japanese theater pamphlet for the second part of Sailor Moon Cosmos confirmed that she continued to use this phrase after her "Eternal" upgrade in Crystal.
