Saitou, or Saitou-san, was a Codename: Sailor V-only character. He was a former student of Shiba Koen Junior High School, where he took Home Economics from Okamoto-sensei, one of Minako's current teachers. He was the leader of a high school gang, and Minako developed a crush on him after he saved her from gang members on several occasions.
Minako learned that if he got into one more fight he would not graduate from high school, so when a gang fight broke out between his gang and another, she used her compact to disguise herself as Okamoto-sensei in an attempt to make him stop fighting. When Saitou saw her, he mistook her for be the real Okamoto-sensei. He confessed that he was in love with his old teacher and kissed her (Minako's first kiss), promising that he would not fight any more after this.
He bore a striking resemblance to Kunzite.
