Galactica Tsunami was an attack used by Sailor Aluminum Seiren in the anime and manga.
Anime
In the anime, Galactica Tsunami was not an actual attack. It consisted of Seiren throwing different kinds of food and drinks toward Eternal Sailor Moon and the Sailor Starlights in a moment of total despair. It was used shortly before Sailor Aluminum Seiren's bracelets were taken by Sailor Galaxia, which resulted in Seiren's death.
Manga
Galactica Tsunami was quite different in the manga. First used in Act 44, the attack consisted of Sailor Aluminum Seiren using her hair to strangle her opponent. She defeated Sailor Mercury and Sailor Jupiter with this attack.
